The problem has been resolved. Root cause was degradation of network connectivity with Google infrastructure.

We are currently experiencing issues with performing authentication via Google accounts. Any service requiring IAM authentication or authorization (Console, API, CLI, Terraform) might not be working now because of this. We are investigating the issue.
