The issue has been resolved for all VMs in the eu-west1 region. The team is now working on completing the operation in the us-central1 region.

Investigating
A faulty release caused a number of VMs in eu-west1 and us-centra1 regions to get stuck on creation. The release was rolled back; new VMs now start successfully. Troubleshooting of stuck VMs is ongoing.
